By focusing on advancing these systems through the Clear Outcomes framework, they will work together to identify barriers, challenges, supports, and early wins, and enhance implementation by anchoring around a primary function.

Generating Education-to-Employment Insights

WestEd and the Strada Institute for the Future of Work will present examples of insights that emerge from collaborations between states and research organizations, using education-to-employment data to inform policy and decision-making, as well as highlight best practices for establishing education-to-employment research capabilities. The facilitators will also lead a discussion of questions that states are seeking to answer drawing on these types of data.

Building Nondegree and Noncredit Data into State Data Ecosystems

Beneath the Buzzwords: The Real Work of Defining and Delivering Credentials of Value

This session offers a deep dive into how the Credentials of Value (COV) framework is being applied within states to align postsecondary education with labor market outcomes. Drawing on lessons learned from Texas, participants will examine practical methodologies for measuring credential value, informing funding models, and helping audiences navigate and understand COV in practical terms.
